Primacenters was born from a careful analysis of the critical issues and strengths of the system of socio-economic integration of people with a migratory background in the primary sector. By actively involving a wide network of stakeholders, including organisations, employers and workers with migrant backgrounds, Primacenters intends to support their effective labor integration and decent working conditions in the primary sector.

Beneficiaries
- People with migratory background working/ seeking employment in the primary sector with emphasis on the ones in rural areas (TCNs, including beneficiaries of international & temporary protection & applicants for international protection).
- Employers in the Primary sector (agriculture, forestry, fishing, mining etc.).
- Regional or local authorities & employment services.
- Labour market actors (companies, trade unions, chambers of commerce, workers cooperatives).
- Migrant organizations and SCOs.

Objectives
- Develop local multi-stakeholder networks to support the design and implementation of targeted strategies and employment support mechanisms on the ground.
- Establish local job centers that provide a range of target groups and sector-specific support services for people with migrant backgrounds, job seekers and/or “jobs and employers” in the sector.
- Increase the capacities of key stakeholders to apply tailored support mechanisms and services to both employers and people with migrant backgrounds in the primary sector.
- Increase employers’ understanding of the potential of people with migrant backgrounds, their ability to recruit them legally and effectively, and their awareness of the risks, violations and disadvantages of undeclared work.
- Improve access of people with a migrant background to tailor-made training and support opportunities and open decent work paths in the primary sector also for women with a migrant background.
- Promote understanding, solidarity and social inclusion in local communities.
Actions
- Development of multi-stakeholder networks, through which to create a stable network of the main stakeholders within the project.
- Organization of focus groups, to gather local realities and adapt actions so as to have real impact.
- Development of the Primacenters framework, with the aim of establishing centers that can have real utility at the local level.
- Local and transnational workshops, to encourage the exchange of good practices and awareness among stakeholders in partner countries.
- Development of a tailor-made training program, so as to be able to encourage the participation of key stakeholders.
- Inauguration and piloting of Primacenters, as demonstration sites that can function effectively at the local level and can be a reference for the main target groups.
- Awareness campaigns and events, with the aim of increasing the inclusion and participation of local communities and other entities involved.
- Policy recommendations and advocacy, with the aim of starting a conversation with local and regional institutions on the topic, so as to encourage more inclusive social development.
Impact
- 60 representatives of labour actors, public authorities, employers, migrant organizations, CSOs, training providers, employment agencies involved in the multi-stakeholder networks;
- 100 representatives of labour actors, public authorities, employers, migrant organizations, CSOs, training providers, employment agencies involved in the focus groups;
- 100 participants involved in the local workshops;
- 20 participants involved in the transnational workshop;
- 100 participants involved in the training in the pilot countries among the members of the multi-stakeholder networks, key stakeholders & professionals that will run the piloting;
- 50 participants in the Final Dissemination Event.
Results
- Research Framework, which defines the context, needs and gaps in the sector, description of Primacenters, which details the scope and type of service.
- Blueprints & Tools, a document that provides a detailed description of the proposed mechanisms/services, their characteristics, functionality, tools and application.
- Training Program (tailor-made for stakeholders, with modules regarding employment in the primary sector, profiles and needs, needs and challenges in the field).
- Training Course (by country) for members of multi-stakeholder networks, key stakeholders and professionals.
- Inauguration of the Primacenters (opening event, 3 training cycles, etc.).
- Impact assessment and lessons learned report, detailing the strengths, weaknesses, opportunities and threats encountered during the pilot phase, data analysis and interpretation of the results obtained from the trial).
- Policy Paper, with recommendations and policy proposals on effective measures to support the socio-economic integration of people with migrant backgrounds in the primary sector and ensure dignified and sustainable working conditions.
